Position Description:

Observera is working on US Government projects involving various types of imagery and geospatial information.  Assess geo-location accuracy of imaged features against known geo-location accuracy of features to a full range of traditional and non-traditional imaging systems and products (i.e., NTM, LIDAR, OPIR, Airborne). Verify mensuration accuracy of the enterprise through object measurement of known dimensions. Calculate accuracy statistics and tabulate metrics to support mission activities and test reporting. Support geo-location and mensuration accuracy assessments of new sensor types during initialization activities. Collaborate with internal and external stakeholders to execute coordinated approach to product quality testing for relative mensuration and absolute geo-location accuracy. Investigate and resolve photogrammetric discrepancies found during testing and analyze test results to determine adequacy of data or products for photogrammetric exploitation.

Required Education and & Skills:

Senior Level: Minimum 8 years of photogrammetry experience

Journeyman Level: Minimum 6 years of photogrammetry experience

Excellent oral and written communication skills.

Work corporately and effectively as a team member.

Clearance: TS/SCI

Desired Skills & Education

Senior Level: BS or MS degree

Journeyman Level: AA or BS degree

Specific knowledge and experience with one or more sensor modality such as SAR, infrared, spectral, polarimetric or LIDAR

Knowledgeable of National, Tactical, Civil and Commercial sensor phenomenology

Required Skills

  • Bachelor’s degree within a core science area such as, but not limited to: Physics, Applied Physics, Photogrammetry, Remote Sensing, Aerospace Engineering, Geophysics, Cartography, Computer Science, and Satellite Geodesy.
  • Computer programming skills in multiple languages.
  • Demonstrated specialized experience in the intelligence community focused on state of the art GEOINT research and developmental activities.
  • Demonstrated specialized experience in the following areas: Geospatial Intelligence (GEOINT), Image Intelligence (IMINT), Open Source Intelligence (OSINT), and deep-space projects.

Desired Skills

  • Demonstrated specialized experience in researching and developing geospatial solutions for photogrammetry and remote sensing.
  • Demonstrated specialized experience with NTM, commercial and airborne sources and exploitation capabilities.
  • Demonstrated specialized experience working with various Intelligence Community and Demonstrated specialized experience in the intelligence and defense communities working on state of the art research activities.
  • Advanced Degree(s) in a technical or scientific field.
  • Published author in peer review journal(s).
  • Demonstrated understanding of software engineering tools to write well designed, testable, efficient code.
  • Demonstrated specialized experience developing and modifying software solutions by studying information needs, conferring with users, studying system flows and work processes.
  • Demonstrated specialized experience working with other systems analysts and programmers to design system.
  • Demonstrated specialized Experience with, and knowledge of Microsoft Developer Studio, modular software, and object-oriented design.
  • Demonstrated understanding of.NET development (VB, .NET, C, C++, C#, Java, JavaScript)
  • Demonstrated understanding of Relational Databases, SQL, and ORM technologies)
  • Demonstrated specialized experience with the geosciences (Photogrammetry, Remote Sensing, Geodesy, GIS) and GIS software; i.e. ArcGIS, MapInfo.
  • Demonstrated understanding of cloud computing platforms; i.e. AWS, and XML schema design.
  • Demonstrated specialized Experience working in an Agile environment.
  • Demonstrated understanding of NGA’s IT environment, i.e. Globe, DevOps, App Store, and C2S
